Taxpayers must press Supervisors to distinguish between ESSENTIAL and NON-ESSENTIAL spending.

  • Unfortunately, the way the "2025 Placeholder Budget" was presented, all the spending is created equal.  Sidewalk planning/construction is given the same priority as increased sewer payments, administrative debt service, additional playground equipment, and new vehicles for public works. 
  • Are Supervisors UNWILLING or UNABLE to differentiate ESSENTIAL and NON-ESSENTIAL with regard to Township spending and taxpayer money?

The agenda for this meeting is only 71 pages.

  • Agenda does not include an updated  “2025 placeholder budget” with Supervisor feedback from the last meeting.  
  • It would have been nice to see detail on suggested options or consideration of alternative strategies as discussed at the 10/4 meeting.
  • As described by the Township Solicitor at the last meeting, Township is meeting statutory requirements.  Taxpayers will see a Preliminary Budget in November. 

Don Curley included background to support the 20%+ increase in our sewer rates.

Don Curley received additional details from VFSA on October 10 (Agenda page 69-70).

  • In the 2025 "placeholder budget,” Easttown's projected total expense for the sewer fund is about $4.5mm (up from $4.2mm in 2024). Tredyffrin has roughly 3x the number of users, and their total expense for the sewer fund (in 2024) was about $5.5mm.
  • How much is in Easttown's sewer reserve fund?
  • How much sewer debt does Easttown have including amounts and maturities?
  • What is the average annual sewer bill for Easttown residents?  For reference, in Tredyffrin they have a flat rate of $250/household.

Net millage will be reduced about 10% (or about $800K).

  • Our millage decrease will come after Supervisors look at the whole budget and identify/pay for the needs/expenses of the Township (without differentiating between ESSENTIAL and NON-ESSENTIAL spending).
  • How much reduction (in $$) will be seen per household?

Resolution to decrease Easttown Municipal Authority (EMA) from 7 members to 5 members.

EMA discussed their membership at a public meeting and decided they only need 5 members. (Agenda page 37).

Additional information from Easttown Library requested by Supervisors (Agenda page 66).

  • Supervisors asked the effect that adding two full-time staffers would have on the cost of part-time staffers.    
  • Supervisors also asked about the longevity of the library staff, as the Library cited turnover due to few full-time opportunities as a driver for their request for additional full-time employees.
  • Township Manager, Don Curley, says Supervisor received follow-up from the Library.  What was it?

Easttown Township still doesn’t have a Finance Director.

EMA discussed their membership at a public meeting and decided they only need 5 members. (Agenda page 37).  What is the salary for this position?
